1.   Position Objective and General Responsibilities

  • Adopt and maintain the Site Contracts Administration procedure and processes. Execute the Contract management and administration role in accordance with the
  • Project Contract Administration Procedures, the Contract Management System (CMS), and the site specific management procedures as directed by the Contracts Manager.

3. Duties and Responsibilities

Assist the Contracts Manager and Senior Contract Engineer in the execution of the following activities and assume a primary role any of the activities specifically delegated:

  • Ensure the contract activities required to be performed in, or recorded in, the CMS are executed correctly and are up to date. Ensure any activities executed outside CMS for reasons of necessity or practicality are incorporated/summarised in CMS to the extent practicable.
  • Review incoming and outgoing communications, instructions, transmissions between Company and Contractor to ensure contractual correctness and avoidance and/or identification of potential contractual and/or commercial problems.
  • Draft contractual correspondence, instructions, and notices to Contractor.
  • Attend periodic (weekly) progress meetings, and ensure that the minutes reflect an unbiased record of the discussions and issues addressed.
  • Review and verify Contractor’s Monthly Progress Payment Application and
  • Company Interim Payment Certificates.
  • Evaluate commercial effects of any Site Instructions issued by Company to the Contractor.
  • Ensure accurate and comprehensive Contract records and reports are produced and maintained for Site Instructions, Contract Change Requests, Contracts Changes (actual and foreseen), and any supporting communications or documentation.
  • In conjunction with the site Quantity Surveyors agree additional “star rates” ($ and manhours) required for the Schedule of Rates, daywork accounts, reimbusible item accounts and the like.
  • Assist in review and evaluation of Contractor’s Change Order Requests and formulation of Contract Changes for issue by Company.
  • Assist in evaluation of Contractor’s contractual claims, and recommendations for financial settlement.
  • Assist settlement of the Contract Final Account.
  • Assist in processing insurance claims and vendor backcharges with the appropriate Company department.
  • Support monitoring Company free issued equipment and material to
  • Contractor and potential results of late (or early) delivery.
  • Support in any insurance related matters concerning loss or damage.
  • Support monitoring Company issued Technical Information, including IFC drawings, specifications and any revisions, to Contractor and potential contractual or commercial results of late delivery.

4. Qualification and Experience

  • Professionally qualified in Quantity Surveying or Engineering or Degree level qualified in a related field.
  • A minimum of six (6) years previous contract administration experience in Oil and
  • Gas industry fabrication with a contracting or client organisation. Experience of Schedule of Unit Rates, re-measurable contracts. Experience of a construction site or fabrication yard working environment. Overseas working experience.

5. Other
Good communication skills, verbal and particularly written, in English. Computer literate in normal office software applications.

E&I CONSTRUCTION SUPERINTENDENT-FIELD FACILITIES
(Cepu)

KEY RELATIONSHIPS:

  • Reports To :Site Construction Manager
  • Positions Supervised :E&I Technical Foreman

JOB FUNCTION:

  • Ensure the installation of Electrical & Inspection (E&I) equipments / instruments are meeting the project specification quality requirements and / or vendor recommendations.
  • Interfacing with other disciplines starting from receipt of the E&I items through calibration and installation to final pre-commissioning / commissioning activities. Maintain daily log of activities.
  • Serve as a member of the Construction Planning & Execution Team
  • Interface primarily with project team Construction Site Manager and Contractor’s Construction Team as well as other Project Leads, i.e., discipline engineering leads, controls lead, quality coordinators and procurement advisors
  • Participate/support/lead as requested discrete tasks to improve Construction systems and tools and updates to Construction schedules and plans
  • Determine corrective actions needed in order to meet project objectives and work to have these implemented
  • Monitor E&I construction and Mechanical Completion progress

RESPONSIBILITY AND DUTIES:

  • Oversee and monitor construction and fabrication of E&I activities conducted at Contractors / Sub-Contractors facilities and in the field
  • Participate in receiving inspection of E&I items at site and monitor the preservation program for the same until hand over
  • Monitor contractor’s subcontract administration, field purchasing, materials handling procedures, warehousing activities and ensure proper expediting of subcontractors and materials as necessary to meet project’s construction requirements.

  • Monitor loop checks and review records for the same in accordance with technical requirements

  • Minimum ten (10) year’s experience in inspection of E&I works on major onshore construction projects out of which at least 3 years experience senior E&I construction position
  • Experienced in witnessing SAT (Site Acceptance Tests) and FAT (Factory Acceptance Tests) of Electrical & Instrument control systems
  • Exposure to DCS instrumentation works and commissioning of the same
  • Thorough knowledge on International standards on E&I like IEC etc.

FACILITIES ENGINEER

JOB FUNCTION:
The Facilities Engineer, as part of the Facilities Engineering Team, provides support to the Site Engineering Manager, Engineering Lead, and the Engineering Team by assuming responsibility for the coordination and stewardship of a broad range of engineering, planning and coordination activities. Based on project requirements, the Facilities Engineer may also be assigned responsibility for defined components or areas of the engineering work scope to ensure effective integration and execution of cross-discipline activities.

RESPONSIBILITY AND DUTIES:
Supports the Engineering Project Team with the coordination, execution and stewardship of some or all of the following selected activities:

  • Area responsibility for the CPF Utilities, CPF Process or the Wellpads & Offsites
  • Procurement – Engineering Interface and Engineering Management Processes
  • Identification, facilitation, and reporting of critical and long lead equipment procurement issues
  • Tracking and prioritization of construction and procurement support deliverables

Responsibility And Duties:

  • Provide stewardship for Functional Support and monthly reporting.
  • Review and monitor the Contractor’s performance in the areas of cost estimating, scheduling and project control and provide input as necessary to make certain the Company’s objectives are achieved.
  • Provide timely review of cost and schedule impact of changes, modifications or alternatives by keeping abreast of engineering, procurement and construction activities and maintain project trend and change order logs.
  • Prepare all required cost and schedule reports and provide project cost input into the Project Monthly Report.

• Reports to Pipeline Construction Site Manager.
• Supervise preconstruction, mainline construction, mechanical completion, and pipeline commissioning activities while driving contractor towards flawless performance in the areas of SSHE, quality, schedule, and cost.
• Review construction plans and administer the execution of the EPC contract. Review change requests in accordance with project management of change plan.
• Coordinate resolution of construction issues with appropriate company and contractor resources on and off site.
• Interface with Operations, Drilling, and/or other EPC s as necesssary to effectively execute construction activities.

REQUIRED KNOWLEDGE, QUALIFICATIONS, SKILLS, AND EXPERIENCES:
• BS/ME in Engineering.
• 10 years experience in Oil and Gas with a minimum of 7 years in pipelines.

2. ONSHORE PIPELINE CONSTRUCTION SUPERVISOR (CP02)

• Reports to Onshore Pipeline Construction Superintendent.
• Supervise preconstruction, mainline construction, HDD, and valve site construction while monitoring and appraising contractor s performance in the areas of SSHE, quality, schedule, and cost.
• Provide input on construction plans and administration of the EPC contract. Review change requests in accordance with project management of change plan.
• Coordinate resolution of construction issues with appropriate company and contractor resources on and off site.
• Keep an accurate time log and provide Superintendent with daily notes as well as continuous verbal feedback on project progress, issues, and/or problem areas.

• 7 years experience in Oil and Gas with a minimum of 4 years in pipelines.

3. INSPECTION LEAD SPREAD (CP03)

RESPONSIBILITY AND DUTIES:
• Oversee inspection of piping and weding activities conducted at contractors and subcontractors facilities.
• Coordinate with other structural and piping inspectors.
• Review original material certificates for compliances to codes and specifications.
• Ensure testing, measuring, welding and NDE equipment is fully calibrated and has current certification.
• Ensure storage and user of welding consumables is per manufacture s recommendations and full certifications.
• Review Contractor s field inspections and test reports.
• Verify Contractor, subcontractor Qualitiy Management systems, plans, procedures and processes are in place.

REQUIRED KNOWLEDGE, QUALIFICATIONS, SKILLS AND EXPERIENCES:
• Working knowledge of :
• Piping and pressure vessel codes and quality standards (E.g.AWS D1.1, CSA B51, ASME Section III, ASME B31.3, and ISO 9001).

• Coordinate with other structural and piping inspectors.
• Review original material certificates for compliance to codes and specifications.
• Ensure testing, measuring, welding, and NDE equipment is fully calibrated and has current certification.
• Ensure storage and use of welding consumables is per manufacture s recommendations and full certification.
• Review Contractor s field inspection and test reports.
• Verify fabrication fitup, alignment, and dimensional tolerances.
• Review welder qualifications certifications, and attend welder qualification.
• Verify Contractor, Subcontractor Quality management systems, plans, procedures, and processes are in place.Implement Cepu project Construction Surveillance Program.

REQUIRED KNOWLEDGE, QUALIFICATIONS, SKILLS, AND EXPERIENCES:
• Working Knowledge of:

• Monitor mixing and application of coating by contractor.
• Maintain daily log of activities.
• Oversee application of field joint coating.

REQUIRED KNOWLEDGE, QUALIFICATIONS, SKILLS, AND EXPERIENCES:
• Extensive training and experience in coatings & coatings inspection, application methods, & testing.
• Previous training as a NACE coatings inspector is helpful.
• Knowledge of surface preparation methods & other requirements for obtaining desired performance from coatings.
• Seven (7) years experience in coatings & coatings inspection.
• Overseas pipeline experience is helpful.
• Competent in PC skills relative to Microsoft Word, Excel, and email systems.

6. CIVIL INSPECTOR (CP06)

RESPONSIBILITY AND DUTIES:
• Oversee civil/structural related construction activities (excavation, paving, etc…) performed by the Contractor or subcontractors in assigned coverage area.
• Read and understand project design drawings and documents in order to obtain specific knowledge of project work scope.
• Ensure that all civil/structural related activities are performed safely and in compliance with project specifications, Company standards, and regulatory requirements.
• Ensure that all required civil/structural related inspections are performed properly.
• Maintain daily log of activities.
• Facilitate communication of civil related project execution issues the Project Team.
• Communicate with the Contractor and subcontractors to ensure that the work is executed in accordance with project specifications, Company standards, and regulatory requirements.
• Identify and assess deviations to Contract Technical Specifications and regulatory requirements; ensure that such deviations will be processed according to project procedures; maintain Deviation Control Log.
• Assist in stewarding civil/structural queries from the Contractor and subcontractors as well as technical information requests.
• Keep Project Team informed of civil/structural progress, deviations, and execution concerns.
• Provide input on contractor performance such as worker capabilities, training, qualifications, and staffing levels.
• Assist the Project Team in obtaining civil/structural related contract documents, including those referred to in the job specification.

• Identify and assess deviations to Contract Technical Specifications and regulatory requirements; ensure that such deviations will be processed according to project procedures; maintain Deviation Control Log.
• Assist in stewarding E&I queries from the Contractor and subcontractors as well as technical information requests.
• Keep Project Team informed of E&I progress, deviations, and execution concerns.
• Provide input on contractor performance such as worker capabilities, training, qualifications, and staffing levels.
• Assist the Project Team in obtaining E&I related contract documents, including those referred to in the job specification.

REQUIRED KNOWLEDGE, QUALIFICATIONS, SKILLS, AND EXPERIENCES:
• Broad and extensive knowledge of: -Industry design standards, specifications, codes, and appropriate safety criteria -Onshore pipeline and valve station design, construction, and operations.
• Bachelor of Science Degree in an engineering.
• 10+ years of closely related professional experience, 5+ years inspecting E&I works.
• Strong organizational, management, and technical judgment skills.
• Ability to adapt to tight deadlines, heavy workloads, and frequent changes in priorities.
• Proficient in Microsoft Office suite of software programs, Lotus Notes, etc.
• Read, write, and speak fluent English, especially as it applies to technical and business communications.

8. SHE & S ADVISOR (CP08)

RESPONSIBILITY AND DUTIES:
• Promote safety awareness and safe performance among project team members, including consultants and contractor personnel.
• Conduct regular safety inspections/assessments onsite and at key offsite subcontractor locations in accordance with established project and site safety plans or as requested by site team members.
• Identify and work to eliminate hazards, unsafe conditions, and unsafe acts; work with company, contractor, and subcontractor management toward achieving an injuryfree work place.
• Keep site management apprised of significant safety issues, safety alerts and plans/progress towards resolving issues and eliminating hazards.
• Advise site team of safety initiatives, issues, challenges, and incident investigations/followup.
• Communicate safety initiatives, achievements, experiences, and issues from other sites and projects with site team members and contractor/subcontractor safety advisors/management.
• Participate in investigation and follow up of incidents/accidents; prepare notifications/reports for communication of significant incidents to company project/functional management per project incident reporting procedures and matrix.
• Coach and advise contractor/subcontractor safety professionals/management in incident investigation documentation, reporting, and followup, including root cause analysis and case management.
• Monitor work processes to ensure compliance with the site work permit system and area/system responsibilities.
• Prepare/provide a safety induction briefing to new Company team members and EM visitors to site.
• Collect and share safety lessons learned with other sites and project and functional management.

REQUIRED KNOWLEDGE, QUALIFICATIONS, SKILLS, AND EXPERIENCES:
• College level education or equivalent.
• 57 years in Construction Safetyrelated positions (Prefer previous experience with Oil & Gas company).
• Good computer skills including Lotus Notes, Microsoft Excel, Microsoft Word and Microsoft PowerPoint.

9. SECURITY ADVISOR (CP09)

RESPONSIBILITY AND DUTIES:

10. MATERIAL COORDINATOR (CP10)

RESPONSIBILITY AND DUTIES:
Responsible for ensuring that all materials management needs of the project are identified and addressed to meet project objectives and schedule. This person is the Single Point of Contact within the Project Team for integrated logistics support of Contractors Construction organization The activities that support this function are as follows:
1 Freight Forwarding
2 Customs Clearance
3 Site Infrastructure/Logistics in Host Country
4 Materials Management

• FREIGHT FORWARDING:
Identify and monitor Contractors Freight Forwarding Requirements.
Identify and optimize cargo routings.
Validate freight forwarding agreement invoices against goods received.
Monitor Key Performance Indicators for freight forwarding service providers.
Review and approve EPC Logistics Plans.

• CUSTOMS CLEARANCE:
1. Monitor Contractors Customs Clearance processes and provide updates to Project Management.

• SITE INFRASTRUCTURE/LOGISTICS IN HOST COUNTRY:
Review Contractors Logistics Strategy.
Receiving, warehousing and issuance of material.
Sequencing of Spare Parts – Commissioning and 2 year Operating.
Work jointly with Construction to oversee material transport in and out of lay down areas.

• MATERIALS MANAGEMENT:
Review Contractors Material Contracting Strategy.
Monitor Contractor s procurement of project material and expedite when necessary.
Communicate project specifications for equipment and material preservation, packing and handling.
Manage material tracking “in transit” through receipt at job site.
Coordinate and monitor multiple EPC shipping requirements.
Confirm ship dates and cargo readiness dates.
Long Lead Equipment and Spare Parts Transportation.

REQUIRED KNOWLEDGE, QUALIFICATIONS, SKILLS, AND EXPERIENCES:
• 5 years of Material Cordinating experience.
• Ability to oversee and monitor EPC Contractor logistics activities including track/monitor key equipment and material movements. br>• Strong organizational skills and knowledge of materials involved in pipeline construction.
• Good English and teamwork skills.
• BA/BS Preferred.
